The complete sentence is: the faster a fluid flows the  lower the pressure it exerts.

You can predict this from the conservation of energy principle applied to a fluid (Bernoulli's principle).

Highers speed means higher kinetic energy, then with other conditions remaingn constant, the energy due to the pressure of the fluid has to decrease.

Energy due to the height: d*g*Z

Energy due to the pressure: P

Energy due to the speed: d*v^2 /2

dgZ + P + d(v^2)/2 = constant => if v^2 increases and Z is constant ,then P has to decrease.

Which is that the pressure will be lower.
