Well since laws don't usually prevent this, stricter punishments should be enforced.

One way to reduce organized crime globally would be to enforce stricter banking and taxation operations in order to secure that all money that is used in any transaction is fully accounted for by means of legal enterprises that have been declared in full in each countries´ respective revenue agencies. In addition, transactions in cash could be limited to very small amounts to aid the efforts of revenue agencies across the world.
