One way would be to limit who can receive a passport or visa to travel to another country and another would be at the entrance to the country they may not be admitted for example due to inadequate funds to live. In my case, when I travelled by bus from Costa Rica to Panama, the Panamanian authorities required that I either have a ticket out of the country or a return ticket back to San Jose, Costa Rica.
The governments put a limit on crossing the national boundaries with criminal conspiracy charges or by imposing imprisonment of such person for a specified term.
What are the limitations on crossing the national boundaries?
The government puts a restriction on crossing the national boundaries as there may be sensitive relations between the nations sometimes, and hence there is a strict control of military and army in such regions.
However, there are restrictions and imprisonment only on illegal ways of crossing the boundaries. If a person has valid reasons and is not prohibited by the law to do so, he or she may cross national boundaries by permitted means.
These restrictions are very useful and fair from national security's point of view and avoids any international conflicts to take place.
Hence, the limitations of crossing the national boundaries are as aforementioned. They are also stated as fair from the government and national security's point of view.
