I would say the President has the most difficult job because he is the American figurehead to rest of the world and he is the one that gets the blame if things go bad. Also, Congress has just a little role in foreign policy they just affirm or reject treaties, most of the job is of the Secretary of State that is appointed by the President. So the President goes to visit other countries, goes to reunions such as G5 and others and tries to set deals with other nations.

As we know the Congress has several roles in foreign policy, Congress is responsible for passing treaties and nominations that influence foreign policies of the US. The Framers of the Constitution gave Congress a voice in most foreign policy decisions because Congress represents the people (House of Representatives) and the States (Senate) that are also influenced by foreign policy decisions such as treaties or deals.

For me, the foreign policy that is most important to me right now is the issue of refugees. Most of the refugees free their own country looking for a safe place to live and most of the time they are running away from wars and conflicts. Most of the countries in the world are not handling the issue properly.
