From the number given is appears the rule is y = 2x + 1
This works for all three:
17 = 2(8) + 1
1 = 2(0) + 1
15 = 2(7)+1
rule: y = 2x + 1

x = -3 , y =  -5
x = 6 , y  = 13
x = 8 , y  = 17
x = 0 , y  = 1
x = 7 , y  = 15
x = -4 , y  = -7
x = 9 , y  = 19

rule: y = 2x + 1
