I'm not an idiot so I'm pretty sure c and d are not the answers. I'm confused because don't they both do this. As it picks up speed it uses kinetic energy but its the gravity pulling it down.

It's B.  Gravity is the force causing the car to accelerate.  As it goes down the hill the gravitational potential energy it had at the top of the hill is converted into kinetic energy.  That is, the car gains kinetic energy as a result of its increased speed, the kinetic energy is not causing the car to accelerate.  It is only a function of its current speed.
