Britain together William Pitt who was in control of the war effort, had a strategy to overthrow France by constructing a massive British empire that would control colonies that produce sugar, textiles, metals and other goods. Based on this idea, William Pitt decided not to use British troops in Europe, but help their allies to build up their armies to defeat France.
