The lack of job satisfaction is occurring because the company focuses on HYGIENE FACTORS.
Herzberg two factor theory states that there are certain factors in the work place that cause job satisfaction while a separate set of factors cause job dissatisfaction. The factors that cause job satisfaction are called motivators and they include: challenging work, recognition for one's achievements, involvement in decision making, sense of importance to the organization, etc.
The factors that are responsible for job dissatisfaction are called hygiene factors and they include: job security, fringe benefits, good salary, etc.
