During Shays's Rebellion, people argued that Congress was in great demand of more power. To be more specific Shays Rebellion was an armed uprising in Massachusetts during the late 1780's. Revolutionary War veteran Daniel Shays led 4,000 rebels in an uprising against perceived economic and civil rights injustices. James Madison, one of the many Virginian leaders, believed strongly that the country needed to completely revamp the Articles of Confederation. Leaders in the United States, such as George Washington and John Adams, also agreed with Madison's ideas.
