Dividing fractions is basically multiplying.

3/2 divided by -9/8

When you divide with fractions, you find the reciprocal of the 2nd number (in this case -9/8), which means you flip it, giving you 8/-9. When you do this, you change the sign to multiplication. Now, just solve:

3 * 8  =  24
--   --      ---    = 4/-3
2 * -9 = -18
