Many weaknesses of county government are caused by the lack of a centralized executive authority. If there is a weak government system it's usually do to weak authority. Since the government runs based on a strong voice of reason and others to help 'back them up' without that, there would be no one to give orders and others to listen to. There needs to be a centralized authority plan in place so people know where the rules are coming from and who to follow.
