That would be the first passage. Timothy did not know if the reef was safe because he never went there,  so he did not allow Phillip to go to the reef. When Timothy gets to the reef he winds that there are sharks there. Timothy warns Phillip as he want's to teach him to be  independent and be able to survive on his own.
