so, the current state of education should be less relevant, and I think we can reject options C and B.

D also focuses only on the recent changes:  and I am guessing that such an essay would rather need to include an overview.

I am guessing that answer A is meant to be the best one, but I am actually against telling people how to structure their essays, apart from "they should have a comprehensive structure".
