That's why they competed with each other and often those achievements would be won through warfare. For example, some had highly developed aqueducts and others didn't know how to make them so developed. These achievements allowed the countries to prosper which is why they were often a target by those who didn't have them or by barbarians who just wanted the wealth. Some had developed the usage of horses, others of ships, so everyone had something that they were better than someone at and they didn't share that knowledge with others easily or voluntarily.
