The claim of an essay is the central theme of that essay, the topic sentence which introduced the essay. The sentence that states the claim in an essay is usually the first sentence in the essay.
In the passage given above, the central claim of the passage is that people had already concluded that the narrator will not be able to go to school because of his inability to talk. Every other sentences in the passage only serve to elaborate this claim.
