The city government is responsible of the protection and doing what is in the best interest of its fellow citizens and thus it there right and duty to protect and preserve the city and its environment and thus provides a clear and safe type of policy that affects the citizens and motivates them toward better cleanliness and thereby collection of the trash can be taken as the best responsibility.
