The correct answer should be the 10th amendment. It stated that rights and regulations that were not mentioned in the constitution were at the discretion of the state which implemented those rights. This is called the reserved powers of the state. This left many rights that were not specifically enumerated in the constitution for the states to figure out. The federalists didn't believe that this was necessary, but it had to be included because the anti-federalists would not support the constitution without it.
The answer will be the tenth amendment, which gives the power of the states to decide about the rights which did not yet exist during it's writing. It ensures that the future rights of its citizen could be safeguarded. It gives the states their sovereignty needed so they could decide which rights would be implemented in their state. An example of these will be the right to medicinal marijuana, many states allow, while some prohibits.
