The victorian problem that the speaker in Dover Beach by Matthew Arnold believes can be alleviated by he and his true love being true to each other is a feeling of uncertainty and fear as well as pain.
"Dover Beach" is a lyric poem made by English poet Matthew Arnold around 1851. It was published in 1867. A time was Britain was under the reign of Queen Victoria. A period in which classism was growing strong among British society, as well as the creation of numerous stereotypes that ruled among common belief of British citizens.
Arnold refers to "being true to one another" as an action that is necessary in order to set aside all social barriers which were implemented during that time. It assessed the problem of stereotypes.
