The act was enacted in 2007 and amended parts of the Lobbying Disclosure Act of 1995. It strengthens public disclosure requirements concerning the activity and funding. It prohibited Lobbyists to give gifts or travels to the members of the Congress. Increased the "cooling off" period for Senators who want to become a lobbyist after they leave the Congress. And given more responsibilities to the lobbyists to file the disclosure fillings twice as often as they used to.
