It is not advisable to connect the two terminals of a cell with the wire without an appliance connected in a circuit. Give reason.

This is what is commonly known as a short circuit.  It causes the entire load to want to dump at one time and will aggressively dump energy into the circuit until the cell is depleted or the conductor is destroyed.
