Voltage or the electromotive force (when no current is being supplied in a circuit) is the potential difference between two points in an electric circuit. I think in this case it means the voltage at which the circuit operates. Voltage in a circuit depends on the amount of current being supplied and the resistance in the circuit. Voltage in a circuit is measured using a voltmeter 
A working circuit always means there is a continuous flow of voltage through it's connections and all the components. Generally if the term voltage is used throughout the code it denotes that at what voltage the circuit is operating. The value of voltage is calculated based on the types of circuit it is, whether series or parallel.
