The answer is B. In this case, the results of the survey that Ben applied don't match the reality because Ben's sample was not representative of the entire town.
In order for a survey to accurately represent the population it needs to be representative of it, but the survey that Ben did was limited only to his neighborhood, therefore the results can't be generalized to the entire town. What happened in Ben's survey is called a sampling error and it was a result of conducting research only in a subset of the population.
