The answer is option A "Separate treatment based on race is inherently unequal".
Reason:
The answer is option A because the court ruling of the case Brown v. Board of Education decided that Segregated schools provide students with the best opportunity to learn. Its not option B even though blacks wanted the same treatment that whites had they still didnt get it. Its not option C because it had not to do with the administration of the schools just the segregation (the treatment). Its also not option D because the case was all about letting black children have education and no be separate from the what children basically to break segregation. Therefore the answer is A.
