With the pages given, one comparison is both are talking about war, or weapons that will be used in war. The first page is talking about missiles, the second about war which weapons may be used in. The biggest difference is the first page looked rather peaceful, leaders figuring out a solution. The second is more direct, talking about a war already happening/happened.
