Eleanor Roosevelt had much to do with advancing the cause of women during the days of her husband's administration.  She urged those in charge of federal relief programs to make sure women were included.  For instance, at her urging the Federal Emergency Relief Administration created a special division within it for giving attention to women, and had a woman (Ellen Woodward) heading up that division.

There is plenty of criticism on the New Deal not doing enough for minorities, and how prejudice continued to affect their access to jobs, housing, etc.  But that was part of the country's existing prejudice, not inherent to the New Deal programs.  The Civilian Conservation Corps and the Works Progress Administration both employed over 300,000 black Americans, for instance.  And the New Deal programs helped push issues of equal rights for minorities to center stage in American society.
