Successful--US intervention is successful when humanitarian efforts are the focus or when the countries people have requested aid. This is true of places like the Balkans where the health of the people was the focus and refugee assistance was also available. 

Not successful--US intervention is not successful when they enter a conflict with a political or economic focus. The people of the area are often fighting against our presence and are not accepting of US help. This is especially true in the case of civil war such as Vietnam. 

The foreign policy issue that was a motivation for American intervention in Vietnam was the idea of "containment" which sought to contain communist expansion.
