Early Roman government was a monarchy. The monarch exercised complete control over the people. This power, called the Imperium, was similar to that of a father over his family. A monarch served as the head of the military, the judiciary, a legislator, and the chief priest to the people. However, his authority was limited by a constitution that he could not change.
