Indeed, the city major issued a public statement, declaring that it was to be used only as a last resort shelter. Limited food and water would be provided and people were actually told to bring their own supplies. There was absolutely no sanitation and people were forced to relieve themselves in some areas, causing a very foul and unsanitary stench. No antibiotics or any kind of medication were provided by local authorities. Alcohol, drugs and weapons were confiscated by authorities. Three people died and there were several rumor of sexual assault.
