i think it depends on who you ask. i don't know what you mean by hours, but i definitely think you could argue that a lab notebook is a scientific tool. writing down your discovery and the process by which you do things by can be helpful when looking back
No it’s is not because you don’t use it like you would use other tools like tweezers or goggles
