1) The “necessary and proper clause” comes from Article I, Section 8 of the Constitution, which states
"The Congress shall have Power ... To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof."
They're called implied powers.
2) Federalists were were those who supported ratification of the Constitution. They wanted a strong national government. They were also a political party against the Republicans after ratification.
