The Preamble from the universal Declaration of Human Rights is considered a seminal document because prior to enumerating the main articles, the statements in the Preamble established the fact that the people were determined to maintain social progress by promoting human rights.
A seminal document is a piece of text that is meant to establish some pre-information that will be further developed in the course of the main document.
