The following passage is from The Federalist Papers, No. 45, by James Madison.

The powers delegated by the proposed Constitution to the federal government are few and defined. Those which are to remain in the State governments are numerous and indefinite. The former will be exercised principally on external objects, as war, peace, negotiation, and foreign commerce . . . The powers reserved to the several States will extend to all the objects which, in the ordinary course of affairs, concern the lives, liberties, and properties of the people, and the internal order, improvement, and prosperity of the State.

Based on the passage, with which statement would Madison have agreed?

A. Under the Constitution, the national government holds more powers than the state governments do.
B. Under the Constitution, both the state government and the national government hold important powers.
C. Under the Constitution, the state governments retain so much power that they might easily become tyrannical.
D. Under the Constitution, the national government is closer to the people and has more influence on their daily lives than do the state governments. PLEASE HELP ME!!!
